Toward a Fair Network Access Rate Policy for Rural Broadband Service Providers
نویسنده
چکیده
Rural broadband service providers (“BSPs”) follow business plans characterized by the design, engineering, construction, and operation of privately owned convergent broadband networks that overlay or are “overbuilt” on top of preexisting networks owned and operated by incumbent competitors. As such, they provide true facilities-based competition in these markets. BSP network access rate regulation, like regulation in the telecommunications industry in general, is undergoing rapid change. Unfortunately, the relatively small size and limited number of rural community BSPs and their lack of participation in the regulatory process to date is causing many unique BSP issues to be overlooked. This has led to federal and state regulator decisions, which produce results in small community markets that are directly contrary to stated regulatory goals. Regulatory decisions over the past ten years have essentially pushed the square peg of metropolitan Competitive Local Exchange Carrier (“CLEC”) reseller regulation into the round hole of the rural BSP fa-

The broadband network gateway (BNG) play a crucial role in today’s networks, it hands all access network traffic (e.g DSL traffic), provisioning of such policies like rate limiter, tunneling and complex network management mechanisms that an Internet service providers (ISPs) needs to implement his services. These network devices are expensive, proprietary, limited and slow device upgrading, beco...
متن کاملThe Case for Viral Broadband
A viral broadband network is a community based wireless mesh, which grows organically and utilizes the aggregate resources of the users in order to provide broadband Internet access. Effectively, the users themselves are turned into service providers, leveraging the network access of the subset of the user population. We present the case for viral broadband in the socioeconomic context of broad...

311 Under an open access policy, incumbent broadband providers in all EU countries are required to let new market entrants access their networks through bitstream or local loop unbundling (LLU). This type of regulatory provision aims to increase competition among all broadband providers, and is strongly recommended in markets where the prohibitively high cost of setting up a distribution networ...
